Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1200 entitled:
"A BILL FOR AN ACT RELATING TO STATEWIDE TRANSPORTATION PLANNING,"
begs leave to report as follows:
The purpose of this measure is to update statutes pertaining to statewide transportation planning to reflect the current practices and requirements.
Your Committee heard testimony in support of the measure from the Department of Transportation. Technical comments were provided by the Oahu Metropolitan Planning Organization.
Your Committee finds that present statutes are outdated and do not accurately reflect current federal regulations and practices governing plan development and the continuing Statewide Transportation Plan process. The proposed revisions will not impact the public. County agencies directly involved in the transportation planning process will continue to be involved and will not be affected.
Your Committee has amended the measure by adding House and Senate Transportation Committee chairs as non-voting members. Your Committee also made technical, nonsubstantive changes to reflect preferred drafting style.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1200, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1200, S.D. 1, and be placed on the calendar for Third Reading.
