Your Committee on Ways and Means, to which was referred S.B. No. 1151 entitled:

"A BILL FOR AN ACT RELATING TO OCCUPATIONAL AND CAREER INFORMATION,"

begs leave to report as follows:

The purpose of this measure is to shift the responsibility for the occupational and career information system from the Hawaii State Occupational Information Coordination Committee to the Hawaii Workforce Development Council of the Department of Labor and Industrial Relations.

Your Committee finds that this bill promotes improved access and coordination of efforts and resources for persons seeking employment. The Workforce Development Council recently received a federal grant for Hawaii's career resource network. The grant is being used to convert existing career information to Internet availability, and to fund workshops for career guidance.

Your Committee believes that this bill will enable the Workforce Development Council to continue the development and implementation of this career resource network program. The transfer of authority from the Hawaii State Occupational Information Coordinating Committee to the Workforce Development Council promotes improved access to employment information by potential employees, employers and employment agencies, and career guidance and employment counselors.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1151 and recommends that it pass Third Reading.
