Your Committee on Judiciary, to which was referred S.B. No. 113 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE CONTINUED SERVICES OF THE DOMESTIC VIOLENCE CLEARINGHOUSE AND LEGAL HOTLINE,"

begs leave to report as follows:

The purpose of this measure is to make an appropriation for the continued services of the Domestic Violence Clearinghouse and Legal Hotline (Clearinghouse).

Your Committee received testimony in support of this measure from the Department of Human Services, Honolulu Prosecuting Attorney, Honolulu Emergency Services Department, Hawaii State Commission on the Status of Women, Domestic Violence Clearinghouse and Legal Hotline, The Salvation Army, United Methodist Church Hawaii District, Hawaii Justice Foundation, and seven private citizens.

Your Committee finds that Hawaii suffered the loss of ten lives this year as a result of domestic violence. The Clearinghouse provides direct legal services, client advocacy, and victim assistance on Oahu and Maui in an effort to provide comprehensive assistance to families terrorized by abuse.

Your Committee has amended this measure by:

(1) Adding $400,000, to bring the total to $1 million in each fiscal year;

(2) Specifying that the additional funds are to be used to open offices on the Islands of Hawaii and Kauai; and

(3) Making technical, nonsubstantive amendments for proper drafting style.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 113, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 113, S.D. 1, and be referred to the Committee on Ways and Means.
