Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1136, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO USED OIL,"
begs leave to report as follows:
The purpose of this measure is to establish a used oil collection and recycling program.
Specifically, the bill: requires all oil importers operating in the State to register with the Department of Health and maintain certain records; imposes a fee on lubricating oil entering the State; and requires the Department to use the funds for a grants program to encourage the collection, reuse, and proper disposal of used oil.
Your Committee has amended this bill by:
(1) Deleting the superfluous definitions of the terms "DIYer", "household DIYer used oil", "household DIYer used oil collection center", "handler", and "recycled used oil" and amending the definition of "used oil collection center";
(2) Adding a savings clause proviso as a new section 2 of the bill and renumbering the remaining sections consecutively; and
(3) Making technical nonsubstantive amendments for purposes of style, clarity, and consistency.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1136, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1136, S.D. 2.
