Your Committee on Ways and Means, to which was referred S.B. No. 1127 entitled:

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO THE CHILD AND ADOLESCENT MENTAL HEALTH DIVISION,"

begs leave to report as follows:

The purpose of this measure is to authorize an emergency appropriation out of the general and special funds for the Child and Adolescent Mental Health Division of the Department of Health.

Your Committee finds that this emergency appropriation is needed to end the critical funding emergency that now exists with regard to the State's obligation to provide services to emotionally disturbed children and adolescents under the Felix consent degree.

Your Committee has amended this measure by specifying the sum of $46,775,340 for the general fund appropriation under this emergency measure.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1127, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1127, S.D. 1.
