Your Committee on Labor, to which was referred S.B. No. 1115 entitled:
"A BILL FOR AN ACT RELATING TO HUMAN RESOURCES,"
begs leave to report as follows:
The purpose of this measure is to make housekeeping amendments to Act 253, Session Laws of Hawaii 2000 (the Civil Service Reform Act), and to clarify the purposes for which the Human Resources Development Special Fund (Special Fund) may be used.
Testimony is support of the measure was received from the Department of Human Resources Development (Department).
The measure also includes a provision that enables the Department to expend moneys that were appropriated last year into the Special Fund as a part of the Civil Service Reform Act, but which were inadvertently never authorized for appropriation out of the Special Fund.
Your Committee finds that due to the complexity of the Civil Service Reform Act, many details were left out of the final measure that was enacted into law.
In addition to the authorization to expend funds from the Human Resources Development Special Fund, another such clarification is for what purpose the Special Fund may be used. Specifically, the proposed language in the measure allows moneys to be expended for:
(1) Supporting the Department's entrepreneurial initiatives, training activities, and programs;
(2) Administrative costs of the Department's entrepreneurial initiatives, training activities, and programs; and
(3) Any other purpose deemed necessary by the director for the purpose of facilitating the Department's entrepreneurial initiatives, training activities, and programs.
Your Committee has amended the measure by deleting an extraneous section and making numerous technical amendments to bring the measure into conformance with recommended drafting procedures.
Your Committee believes that the amended measure addresses those oversights so that reform efforts may progress.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1115, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1115, S.D. 1, and be referred to the Committee on Ways and Means.
