Sir:
Your Committee on Education, to which was referred S.B. No. 1103 entitled:
"A BILL FOR AN ACT RELATING TO FOSTER BOARD ALLOWANCES FOR STUDENTS,"
begs leave to report as follows:
The purpose of this measure is to clarify that higher education board allowances are available to eligible persons who were formerly foster children.
Your Committee heard testimony in support of the measure from the Department of Human Services.
Your Committee finds that payments on behalf of former foster children to intermediaries contracted by the Department of Human Services will be facilitated by this measure when payment to the foster parent of a person in an institution of higher learning is not appropriate.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1103 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
