Your Committee on Hawaiian Affairs, to which was referred S.B. No. 1101 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED,"

begs leave to report as follows:

The purpose of this measure is to allow the Hawaiian Homes Commission to require successors of lessees to obtain private financing to pay off the amount advanced from the Hawaiian home loan fund or Hawaiian home general loan fund.

Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands (DHHL) and State Council of Hawaiian Homestead Association.

Under current law, successors to lessees are required to repay advances made by the DHHL on behalf of lessees. To facilitate the repayment, this measure allows successors to obtain private financing.

As affirmed by the record of votes of the members of your Committee on Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1101 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
