Sir:

Your Committee on Judiciary, to which was referred S.B. No. 1099 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED,"

begs leave to report as follows:

The purpose of this measure is to clarify that only the sublease transactions of lands that were originally leased in accordance with chapter 171, Hawaii Revised Statutes, are required to be reported annually to the legislature by the Department of Hawaiian Home Lands. In addition, this measure requires that the report be submitted upon the first day of the convening of any regular session and cover transactions within the fiscal year.

Your Committee received testimony in favor of this measure from the Department of Hawaiian Home Lands.

Your Committee finds that this measure clarifies the provisions of the Hawaiian Homes Commission Act and provides technical amendments that improve on the current operating procedures of the Department of Hawaiian Home Lands.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1099 and recommends that it pass Third Reading.
