Your Committees on Economic Development and Technology and Education, to which was referred S.B. No. 1097 entitled:
"A BILL FOR AN ACT RELATING TO THE TRANSFER OF CERTAIN SPORTS COMPLEXES TO THE UNIVERSITY OF HAWAII,"
beg leave to report as follows:
The purpose of this measure is to transfer the functions of the Hawaii Stadium Authority to oversee Aloha Stadium and the Kapolei recreational sports complex to the University of Hawaii, and transfer the land upon which Aloha Stadium is constructed to the University of Hawaii.
Your Committees received testimony in favor of this measure from the Board of Land and Natural Resources, the University of Hawaii, the Governor, and the Department of Accounting and General Services. Your Committee received testimony opposing this measure from the Aloha Stadium Swapmeet Vendors' Association and an individual.
Your Committees have amended this measure to establish a task force under the direction of the Governor whereby all stadium users will choose their own representative to identify the uses of the stadium and how the parties can share in the uses of the stadium. The task force shall identify whether the present University of Hawaii management is the best for all parties. The task force shall identify current and future financial costs. Your Committees also amended this measure to require the task force to define the operational structure for merged operations with a time table to consolidate the present operations of the stadium authority and the University of Hawaii.
As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Education that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1097, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 1097, S.D. 1, and be referred to the Committee on Ways and Means.
