Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1092 entitled:

"A BILL FOR AN ACT RELATING TO THE ESTABLISHMENT OF A CHIEF INFORMATION OFFICER FOR THE STATE OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to establish a Chief Information Officer (CIO) within the Office of the Governor to provide oversight of information technology activities and investments within the state government.

Your Committee received testimony in support of this measure from the Special Advisor for Technology Development, the Department of Commerce and Consumer Affairs, the Department of Accounting and General Services, the Office of Information Practices, and the High Technology Development Corporation.

Your Committee finds that the 2000 Legislature, through Senate Concurrent Resolution No. 176, requested the Office of the Governor to submit this proposal to establish a CIO for the State of Hawaii.

The CIO is responsible for overseeing the work of state departments and agencies, to ensure that they work toward common goals and shared resources when planning and implementing technology projects.

Your Committee supports this measure. If all departments and state agencies used an integrated technology system with consistent standards, there can be better support for training, maintenance, and upgrades. Your Committee finds that an integrated system would also be much more cost effective in the long term.

Your Committee made several technical, nonsubstantive amendments to this measure for drafting purposes.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1092, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1092, S.D. 1, and be referred to the Committee on Ways and Means.
