Sir:

Your Committee on Education, to which was referred S.B. No. 1090 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM,"

begs leave to report as follows:

The purpose of this measure is to provide for the establishment of literacy and lifelong learning programs by the Board of Education through the State Librarian.

Your Committee heard testimony in support of the measure from the Hawaii State Public Library System.

Your Committee finds that the functions of the now defunct Governor's Office for Literacy and Lifelong Learning have been transferred to the State Librarian, which has subsumed literacy programs into a central office of Library Development Services. Administratively structuring literacy programs in this way will facilitate receipt of federal moneys in support of literacy programs, as they are currently appropriated to the Department of Education through the Elementary School Education Act.

Your Committee has made technical, nonsubstantive changes for clarity.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1090, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1090, S.D. 1, and be referred to the Committee on Ways and Means.
