Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1089 entitled:
"A BILL FOR AN ACT RELATING TO REALLOCATION OF VACANT LIBRARY POSITIONS,"
begs leave to report as follows:
The purpose of this measure is to permanently authorize the State Librarian the flexibility to reallocate vacant library positions and to establish temporary positions to best meet the needs of the various public libraries.
Your Committee finds that since 1996 the State Librarian has been able to reallocate or create temporary positions for a period not to exceed one year, as needed by the public libraries depending on retirements, staff departures, and so on. This flexibility has allowed the State Librarian to meet community and library needs efficiently and quickly. However, this authority was granted to the State Librarian only until June 30, 2002. Your Committee finds that this authority should now be made permanent in order to continue to meet the needs of the public library system and its reorganization efforts. The interests of the public will be benefited by giving the State Librarian this continued authority.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1089 and recommends that it pass Third Reading.
