Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1088, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE LIBRARY ENHANCED SERVICES PROGRAM,"
begs leave to report as follows:
The purpose of this measure is to permanently establish the public library system's ability to collect fees for enhanced services.
Your Committee finds that since 1993, the public library system has been authorized to generate alternative sources of revenue by collecting cost-recovery-based fees to provide enhanced services to its patrons. This authorization, however, is scheduled for repeal on July 1, 2002.
Your Committee finds that the public library system has used funds generated in this manner to purchase books during the years when library materials purchase funds had been reduced. Now that library materials purchase funds have been restored, the library can refocus on utilizing the enhanced services program and should have this authority made permanent.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1088, S.D. 1, and recommends that it pass Third Reading.
