Your Committee on Education, to which was referred S.B. No. 1088 entitled:
"A BILL FOR AN ACT RELATING TO THE LIBRARY ENHANCED SERVICES PROGRAM,"
begs leave to report as follows:
The purpose of this measure is to make permanent the Enhanced Services Program of the Hawaii State Public Library System (State Library).
Your Committee heard testimony in favor of the measure from the State Library.
Your Committee finds that, until the Legislature restored library materials purchase funds in the State Library's general fund last year, the State Library was forced to used Enhanced Services Program funds to purchase books. Now the State Library can return to using these funds as they were originally intended, to provide enhanced services. The library has an extensive list of such services, many of which are eligible for cost recovery fees. Thus, they are expanding a revenue source within the Enhanced Services Program.
Your Committee has made technical, nonsubstantive amendments for clarity.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1088, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1088, S.D. 1, and be referred to the Committee on Ways and Means.
