Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1087 entitled:

"A BILL FOR AN ACT RELATING TO CONCESSIONS AT PUBLIC LIBRARY FACILITIES,"

begs leave to report as follows:

The purpose of this measure is to allow the Hawaii State Library Foundation and the Friends of the Library of Hawaii to conduct for-profit enterprises at state library facilities, and to deposit the net proceeds of those enterprises into their respective trust funds.

Your Committee finds that the Hawaii State Library Foundation and the Friends of the Library of Hawaii are non-profit organizations that help generate funds for the books and for education of librarians. Nearly everyone for example is familiar with the annual Friends' booksale that generates thousands of dollars in revenues for the public libraries. This measure would allow concession proceeds from both of these organizations to benefit the library system and help reduce legislative allocations to the State's libraries.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1087 and recommends that it pass Third Reading.
