Sir:

Your Committee on Education, to which was referred S.B. No. 1087 entitled:

"A BILL FOR AN ACT RELATING TO CONCESSIONS AT PUBLIC LIBRARY FACILITIES,"

begs leave to report as follows:

The purpose of this measure is to allow the Hawaii State Library Foundation and the Friends of the Library of Hawaii to conduct for-profit enterprises at state library facilities, and to deposit the net proceeds of those enterprises into their respective trust funds.

Your Committee finds that this measure fosters the ability of two nonprofit organizations dedicated to supporting the mission of the Hawaii State Public Library System to seek revenue. Such efforts lessen the dependence of the Hawaii State Public Library System on public funding.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1087 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
