Your Committees on Education and Labor, to which was referred S.B. No. 1082 entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

beg leave to report as follows:

The purpose of this measure is to clarify and broaden those programs that qualify for workers' compensation coverage for students engaged in work-based learning experience.

Testimony in support of the measure was submitted by the Department of Education.

Your Committees find that there is a need to clarify and broaden those programs that qualify for workers' compensation coverage for students engaged in work-based learning experiences. Your Committees further find that work-based learning opportunities that have a direct connection to the school curriculum allow students to demonstrate their ability to apply relevant content standards in a context of a career focus. Thus, your Committees agree that the program should be broadened to allow more students to be covered by workers' compensation and alleviate some of the employer liability concerns.

Your Committees made technical, non substantive amendments to reflect proper drafting requirements.

As affirmed by the records of votes of the members of your Committees on Education and Labor that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1082, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 1082, S.D. 1, and be referred to the Committee on Ways and Means.
