Your Committee on Education, to which was referred S.B. No. 1081 entitled:
"A BILL FOR AN ACT RELATING TO EDUCATION,"
begs leave to report as follows:
The purpose of this measure is to allow the Department of Education to assess tuition to cover the expenses for non-funded supplemental, discretionary, and out-of-school time instructional programs.
Your Committee received testimony in favor of this measure from the Department of Education.
Your Committee finds that the summer school and intersession programs currently are the only instructional programs for which schools are authorized to collect tuition fees, and which are exempt from deductions to central services or reimbursements to the Department. Authorization for tuition collections and exemptions from central services and administrative costs to all other discretionary, supplemental instructional programs which operate during "out-of-school" time and which need to be financially self-supporting need to be treated in a similar manner.
Additionally, students spend a significant portion of their time outside of school. Many schools recognize the value of using this out-of-school time to provide supplemental instruction for their students.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1081 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
