Sir:

Your Committees on Hawaiian Affairs and Judiciary and Water, Land, Energy and Environment, to which was referred S.B. No. 107 entitled:

"A BILL FOR AN ACT RELATING TO THE PUBLIC LAND TRUST,"

beg leave to report as follows:

The purpose of this measure is to appropriate funds to establish a comprehensive information system to inventory and maintain information regarding lands comprising the Public Land Trust.

The measure also requires the Office of Hawaiian Affairs to provide matching funds for the project.

Testimony in support of the measure was received from the Auditor and Life of the Land.

Your Committees find that the Legislature passed Act 125, Session Laws of 2000 (Act 125), the purpose of which was to facilitate the establishment of a comprehensive information system for inventorying and maintaining information regarding lands comprising the Public Land Trust described in Section 5(f) of the Admission Act and Article XII, Section 4, of the State Constitution. In accordance with Act 125, the Auditor is to report to the Legislature on the system's progress as well as any legislation necessary to facilitate the expeditious completion of the inventories and system. Thus far, the Auditor has determined that a greater amount of funding than previously calculated is necessary. This measure appropriates funds in accordance with the Auditor's recommendation.

As affirmed by the records of votes of the members of your Committees on Hawaiian Affairs and Judiciary and Water, Land, Energy and Environment that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 107 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
