STAND. COM. REP. NO. 899

Honolulu, Hawaii

, 2001

RE: S.B. No. 1076

S.D. 1

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Judiciary, to which was referred S.B. No. 1076, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO BUSINESS REGISTRATION,"

begs leave to report as follows:

The purpose of this measure is to update business registration laws to reflect modern business practices, encourage domestic business registrations, conform and make consistent the fee structure, and provide clarifications and corrections in related statutes.

Your Committee received testimony in favor of this measure from the Department of Commerce and Consumer Affairs.

Your Committee finds that ambiguous state laws are barriers to establishing a business-friendly environment. In addition, state laws must also create a structure that is simple and makes it desirable to start and maintain a business within the State. This measure clarifies ambiguities, corrects inaccuracies, and simplifies the fee structure in the business registration laws. As a result, this measure will foster the growth of new businesses and retainment of existing businesses within the State.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1076, S.D. 1, and recommends that it pass Third Reading.

Respectfully submitted on behalf of the members of the Committee on Judiciary,
