Your Committee on Commerce, Consumer Protection and Housing, to which was referred S.B. No. 1070 entitled:
"A BILL FOR AN ACT RELATING TO CONTINUING EDUCATION COURSES AND COURSE PROVIDERS FOR INSURANCE LICENSEES,"
begs leave to report as follows:
The purpose of this measure is to specify the fees paid to the Insurance Commissioner for the issuance of a certificate and thereafter of approved course providers and approved continuing education course providers.
Your Committee received testimony in support of this measure from the Insurance Commissioner and the Hawaii Independent Insurance Agents Association.
The fees under this measure are to cover the cost to the Insurance Division for the review and approval of providers of insurance continuing education courses for credit. Your Committee finds that the workload associated with course and course provider applications will consume a significant amount of resources. The fees will help offset the cost of administering continuing education requirements of insurance licensees.
Your Committee has amended this measure on recommendation of the Commissioner by:
(1) Specifying a fee of $65 per year for an approved course provider, and a fee of $20 per year for an approved continuing education course; and
(2) Clarifying the definitions of "approved continuing education course" and "approved course provider" regarding payment of fees.
Your Committee has also made technical, nonsubstantive
amendments for proper drafting style.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1070, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1070, S.D. 1, and be referred to the Committee on Ways and Means.
