Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1042 entitled:
"A BILL FOR AN ACT RELATING TO REORGANIZATION OF STATE GOVERNMENT,"
begs leave to report as follows:
The purpose of this measure is to consolidate the preaudit, accounting, finance, and budget functions of the State within the Department of Budget and Finance.
The bill accomplishes this by transferring the foregoing functions from the Department of Accounting and General Services to the Department of Budget and Finance.
Your Committee finds that this consolidation will:
(1) Promote more consistent development and administration of policies and procedures relating to the budgeting and expenditure of public funds; and
(2) Streamline the State's fiscal functions through improved coordination of functions, policies, and procedures relating to state finances.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1042 and recommends that it pass Third Reading.
