Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1034, S.D. 1, entitled:
"A BILL FOR AN ACT MAKING APPROPRIATIONS FOR COLLECTIVE BARGAINING COST ITEMS,"
begs leave to report as follows:
The purpose of this measure is to fund all collective bargaining cost items in the agreement negotiated with the exclusive bargaining representative of collective bargaining unit 1 (nonsupervisory employees in blue-collar positions).
In addition, this measure funds the salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for nonsupervisory employees in blue-collar positions who are excluded from collective bargaining.
Your Committee has amended this measure by:
(1) Changing the sum of special funds appropriated or authorized to BUF 101 for fiscal year 2002-2003, to fund the agreement negotiated with the representative of unit 1, from $4,085,700 to $4,647,525; and
(2) Making technical nonsubstantive changes for purposes of consistency.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1034, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1034, S.D. 2.
