Your Committee on Labor, to which was referred S.B. No. 1034 entitled:

begs leave to report as follows:

The purpose of this measure is to fund collective bargaining cost items for Unit 1 and its excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for Fiscal Biennium 2001-2003.

Testimony in support of the measure was received from the Department of Human Resources Development, the Department of Budget and Finance, and the United Public Workers.

Your Committee has amended the measure by inserting specific dollar amounts to be appropriated in sections 1, 3, and 5. The specific amounts to be appropriated for section 7 was unavailable at the time your Committee heard this measure. Consequently, your Committee defers inserting the amount to your Committee on Ways and Means.

Your Committee believes that this measure should remain available for action throughout the legislative process as negotiations between the State and other exclusive bargaining representative continue.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1034, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1034, S.D. 1, and be referred to the Committee on Ways and Means.
