Sir:

Your Committees on Water, Land, Energy and Environment, Economic Development and Technology, and Education, to which was referred S.B. No. 1033 entitled:

"A BILL FOR AN ACT AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE BERNICE PAUAHI BISHOP MUSEUM, OAHU,"

beg leave to report as follows:

The purpose of this measure is to authorize issuance of a total of $10,000,000 in general obligation bonds for the Bernice Pauahi Bishop Museum relocation to Kakaako makai on Oahu.

Your Committees received testimony in support of this measure from the Department of Business, Economic Development, and Tourism, Hawaii Community Development Authority, Bishop Museum, Eye on Makai, Polynesian Voyaging Society, Kama`aina Kids, and one individual.

Your Committees find that Hawaii has an opportunity to become a world leader in the creation of a new generation of science centers that will combine the best traditions of museum exhibitions and education programs with the great discoveries in science and technologies of the twenty-first century. In addition, the State's proposal to devote space in the Kakaako makai area of Honolulu to a campus of science discovery centers will allow Hawaii to take advantage of this opportunity for the benefit of residents and visitors alike.

Your Committees further find that this measure is an important step in bringing the concept of a campus of science discovery centers to life. Your Committees support this concept and have amended this measure to clarify that it is the Bishop Museum's Science Learning Center that will relocate to Kakaako makai, and that the appropriation will be expended through the grant process under Chapter 42D, Hawaii Revised Statutes.

As affirmed by the records of votes of the members of your Committees on Water, Land, Energy and Environment, Economic Development and Technology, and Education that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1033, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 1033, S.D. 1, and be referred to the Committee on Ways and Means.
