Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1028, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO COMMUNITY DEVELOPMENT DISTRICTS,"
begs leave to report as follows:
The purpose of this measure is to require the Hawaii Community Development Authority to develop a consolidation plan for transferring the responsibility of redeveloping the Kalaeloa Community Development District from the Barbers Point Naval Air Station Redevelopment Commission to the Hawaii Community Development Authority.
Furthermore, this measure requires the Hawaii Community Development Authority to submit its final consolidation plan, audits, and any proposed legislation for the consolidation to the Legislature prior to the Regular Session of 2002.
Your Committee intends that the Hawaii Community Development Authority initiate the development of a consolidation plan for the merger of the two community districts at issue. Specifically, the consolidation plan will include a realistic business plan that involves all parties with a stake in the matter.
Furthermore, your Committee intends that the Hawaii Community Development Authority initiate work on the plan immediately, and that the work include the initiating of continuous dialogue between the concerned parties in the matter.
Your Committee has amended this measure by re-writing the purpose of the bill, by changing the effective date to July 1, 2005, to continue further discussions on the measure, and by making technical nonsubstantive amendments for the purposes of clarity and style.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1028, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1028, S.D. 2.
