Sir:

Your Committees on Transportation, Military Affairs and Government Operations and Commerce, Consumer Protection and Housing, to which was referred S.B. No. 1016 entitled:

"A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII,"

beg leave to report as follows:

The purpose of this measure is to replace an at-large seat on the board of directors of the Housing and Community Development Corporation of Hawaii (HCDC) with a resident member who is directly assisted by HCDC under the federal public housing or Section 8 assistance programs.

Your Committees received testimony in support of this measure from HCDC. Island Tenants on the Rise submitted testimony in opposition.

Your Committees find that the federal Quality Housing and Work Responsibility Act of 1998 requires that each state public housing agency have on its board at least one member who is directly assisted under a federal public housing assistance program.

Your Committees find that the amendments contained in this measure will bring Hawaii into compliance with federal law and ensure continued receipt of federal public housing assistance.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Commerce, Consumer Protection and Housing that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1016 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
