Your Committee on Ways and Means, to which was referred S.B. No. 1016 entitled:

"A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to replace an at-large seat on the Board of Directors of the Housing and Community Development Corporation of Hawaii with a resident member who is directly assisted by the Housing and Community Development Corporation of Hawaii under the federal public housing or Section 8 assistance programs.

Your Committee received testimony in support of this bill from the Housing and Community Development Corporation of Hawaii. Testimony in opposition was also received from certain tenant representatives stating their belief that they should be allowed to choose their own board representative.

Your Committee finds that the federal Quality Housing and Work Responsibility Act of 1998 requires that each state public housing agency have on its board at least one member who is directly assisted under a federal public housing assistance program. This bill will enable such compliance and ensure continued receipt of federal public housing assistance.

Your Committee has amended the bill by changing the effective date to July 1, 2050, to make the bill defective in order to promote continuing discussion.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1016, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1016, S.D. 1.
