Your Committee on Commerce, Consumer Protection and Housing, to which was referred S.B. No. 1015 entitled:

"A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to establish a resident advisory board or boards comprised of residents who are directly assisted by the Housing and Community Development Corporation of Hawaii under the federal public housing and section 8 tenant-based assistance programs.

Your Committee received testimony in support of this measure from the Housing and Community Development Corporation of Hawaii (HCDCH) and American Friends Service Committee.

Your Committee finds that federal law requires that resident advisory boards be established to assist and make recommendations regarding the development of the public housing agency plan by HCDCH. The HCDCH currently has an interim board in place, and this measure would establish a permanent board in compliance with federal law.

Your Committee has amended this measure to make technical, nonsubstantive amendments to reflect preferred drafting style.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1015, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1015, S.D. 1.
