Your Committees on Transportation, Military Affairs and Government Operations and Water, Land, Energy and Environment, to which was referred S.B. No. 1013 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY,"

beg leave to report as follows:

The purpose of this measure is to increase Hawaii Community Development Authority's (HCDA) tax-exempt public facility revenue bond authorization for the provision of public facilities such as parking structures and other community facilities.

Your Committees received testimony in support of this measure from the Executive Director of HCDA.

Your Committees find that HCDA plays an important role in our community, by planning and coordinating the development of suitably affordable housing and residential areas, as well as commercial and industrial properties. Your Committees support the intent of this measure, which would increase HCDA's available revenue to be used for parking structures and other community facilities.

Your Committees amended this measure to delete the dollar amount of the authorization increase, to be determined by your Committee on Ways and Means. Your Committees also made two technical amendments for accuracy.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Water, Land, Energy and Environment that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1013, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 1013, S.D. 1, and be referred to the Committee on Ways and Means.
