Your Committee on Ways and Means, to which was referred S.B. No. 1011 entitled:
"A BILL FOR AN ACT RELATING TO GEOGRAPHIC INFORMATION SYSTEMS,"
begs leave to report as follows:
The purpose of this measure is to establish a special fund for the operation and maintenance of the statewide planning and geographic information system.
The bill also enables the Office of Planning to charge fees for spatial analysis service and geographic information system products.
Your Committee finds that government services can be improved through the use of data and information generated by the geographic information system. In order to remain at the forefront of technology utilization, policy makers as well as technicians need the information available through computerized mapping and information systems. Creating a special fund will enable the Office of Planning to receive and apply funds to upgrade hardware and software to support the operation of the geographic information system program. Additionally, agencies that use the geographic information system can help defray costs by paying their fair share of the cost of operating the system. This measure is designed to facilitate these goals.
Your Committee has made technical, nonsubstantive changes to this bill.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1011, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1011, S.D. 1.
