Your Committees on Water, Land, Energy and Environment and Economic Development and Technology, to which was referred S.B. No. 100 entitled:

"A BILL FOR AN ACT RELATING TO NATURAL AND CULTURAL RESOURCES,"

beg leave to report as follows:

The purpose of this measure is to establish a stewardship and partnering program within the Office of Environmental Quality Control.

Your Committees received testimony in support of this measure from Hawaii's Thousand Friends. The Office of Environmental Quality Control submitted testimony in opposition.

Your Committees find that other states have created successful partnership programs, and this measure would offer an opportunity to develop additional collaborative efforts among public and private sector agencies and the broader community. Your Committees are supportive of these efforts to protect Hawaii's fragile natural resources.

As affirmed by the records of votes of the members of your Committees on Water, Land, Energy and Environment and Economic Development and Technology that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 100 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
