Your Committee on Education, to which was referred H.C.R. No. 33, H.D. 1, entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE BOARD OF EDUCATION TO ESTABLISH MANDATORY COMMUNITY SERVICE, WORK EXPERIENCE, OR SERVICE LEARNING AS A REQUIREMENT FOR GRADUATION FROM HIGH SCHOOL,"
begs leave to report as follows:
The purpose of this measure is to request the Board of Education to establish mandatory community service, work experience, or service learning as a requirement for graduation from high school.
Your Committee heard testimony in support of the measure form the Department of Education, Zippy's Restaurants, and Kalihi Business Association.
Your Committee finds that community service, work experience, and service learning make students more powerful learners, more well rounded citizens, and more effective workers. However, as beneficial as these activities undeniably are, they should not be forced upon students as a mandatory graduation requirement.
Your Committee has amended the measure by requesting the Department of Education to create a program that will facilitate the voluntary participation of high school students in these types of activities.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 33, H.D. 1, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 33, H.D. 1, S.D. 1.
