STAND. COM. REP. NO. 1721

Honolulu, Hawaii

, 2001

RE: H.C.R. No. 151

H.D. 1

S.D. 1

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred H.C.R. No. 151, H.D. 1, entitled:

"HOUSE CONCURRENT RESOLUTION URGING THE DEPARTMENTS OF HEALTH, AGRICULTURE, AND EDUCATION TO FURTHER ENCOURAGE CONSUMPTION OF FIVE OR MORE DAILY SERVINGS OF FRUITS AND VEGETABLES,"

begs leave to report as follows:

The purpose of this measure, as received, is to encourage consumption of five or more daily servings of fruits and vegetables.

Testimony in support of this measure was submitted by the Department of Health, Department of Education, Board of Agriculture, Vegetarian Society of Hawaii, HPC Foods, LTD., Hawaii Medical Service Association, and four private citizens.

Your Committee finds that there is an overwhelming scientific basis for consuming at least five servings of fruits and vegetables a day. Your Committee further finds that only 26.8% of adults in Hawaii consume five daily servings. Thus, your Committee wants to promote awareness of the importance of eating five or more fruits and vegetables a day.

Your Committee further finds that along with promoting awareness, that we need to act on making it easier for our school children to consume their five or more daily servings of fruits and vegetables. Your Committee submitted and heard a proposed draft, and is therefore amending this measure by including a requirement that the Departments of Agriculture, Education, and Health be encouraged to develop a nutritionally sound menu plan that will provide alternate vegetarian school lunches. Your Committee further amended this measure by urging the Department of Education to consider offering 100% fruit juices, milk, and bottled water, preferably from Hawaii, for softdrink vending machines on public school campuses.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 151, H.D. 1, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 151, H.D. 1, S.D. 1.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
