Your Committee on Judiciary, to which was referred H.B. No. 986, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO IDENTIFICATION DOCUMENTS,"

begs leave to report as follows:

The purpose of this measure is to create a criminal offense of sale or manufacture of deceptive identification document.

Your Committee received testimony in support of this measure from the Attorney General, Honolulu Prosecuting Attorney, Honolulu Police Department, and Retail Merchants of Hawaii.

Testimony on this measure indicated that identification documents, such as driver licenses, identification cards, birth certificates, passports, and social security cards, have become prey to the unscrupulous commercial enterprises that have created a market for selling falsified official identification documents. False identification documents could be used in place of authentic documents for everyday purposes, such as proof of identification, age, or citizenship.

Your Committee has amended this measure by deleting reference to manufacture, sale, or distribution, in the law on the unlawful use of driver's licenses so as not to conflict with the new statutory provision.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 986, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 986, H.D. 1, S.D. 1, and be placed on the calendar for Third Reading.
