Sir:
Your Committee on Ways and Means, to which was referred H.B. No. 94, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO PARENT-COMMUNITY NETWORKING CENTER PROGRAMS,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds to the Department of Education for the establishment of new parent-community networking centers and programs, and for the ongoing development and support of existing parent-community networking centers and programs.
Specifically, this measure appropriates funds to:
(1) Increase the amount of support to the forty-five schools that receive only partial funding for parent-community networking centers;
(2) Provide support to the forty-three schools that currently do not receive funding for parent-community networking centers;
(3) Establish sixteen part-time classroom parent coordinator positions for school sites in the advanced stages of implementation;
(4) Establish a new twelve-month family support resource teacher position for program and staff development;
(5) Convert the existing ten-month resource teacher position to a twelve-month position;
(6) Establish a district coordinator/trainer position in Kona; and
(7) Support program research and development, including parent curriculum development, standards for parents as partners in education, evaluation tools, data collection, and analysis of data in program effectiveness and student achievement.
Your Committee has amended this measure by:
(1) Changing the sums appropriated for fiscal years 2001-2002 and 2002-2003 from $1 to $2; and
(2) Making allowances for forty-six, rather than forty-three, schools that currently do not receive funding for parent-community networking centers in order to momentarily reconcile the figures at page 2, line 12 and page 4, line 7.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 94, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 94, H.D. 1, S.D. 1.
