Your Committee on Ways and Means, to which was referred H.B. No. 862, H.D. 2, S.D. 1, entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE ESTABLISHMENT OF SOCIAL WORKER POSITIONS,"

begs leave to report as follows:

The purpose of this measure is to fund three social worker positions in the Department of Public Safety's Intake Service Center on Hawaii, Maui and Kauai.

The positions are full-time equivalent, social worker IV positions that are needed to conduct interviews of new inmates for diversion programs at neighbor island community correctional centers.

The social workers are needed to comply with state law and a National Institute of Corrections recommendation, as well as a Department of Public Safety consent decree.

Your Committee has amended the bill by changing the appropriation amount to $2 for each year of the biennium for the purpose of furthering discussion on this measure.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 862, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 862, H.D. 2, S.D. 2.
