Sir:
Your Committee on Ways and Means, to which was referred H.B. No. 860, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM,"
begs leave to report as follows:
The purpose of this measure is to entitle a retirant receiving a pension or retirement allowance from the Employees' Retirement System to an increase in the retirant's pension or retirement allowance for each year of honorable active military service in the armed forces of the United States.
This measure also appropriates an unspecified sum for fiscal year 2001-2002 to the Department of Budget and Finance, to fund the increase in these retirants' pensions or retirement allowances.
Under this measure:
(1) A retirant with eight years of credited service in the Employees' Retirement System at retirement may be credited with up to two years of military service;
(2) A retirant with twenty years of credited service in the retirement system at retirement may be credited with up to three years of military service;
(3) A retirant with twenty-five years of credited service in the system at retirement may be credited with up to four years of military service; and
(4) Each year of credited military service will provide an increase of $36 a month in the retirant's pension or retirement allowance effective July 1, 2001.
Your Committee finds that the military service being credited by this measure will not be considered membership service credit nor will it provide for any other benefits under the pension and retirement systems law.
Your Committee received testimony in support of this measure from the Mayor of the County of Maui, the Retirees Unit of the Hawaii Government Employees Association, and a retired Navy officer. Your Committee received testimony in opposition to this measure from the Department of Budget and Finance.
Your Committee has amended this measure by changing the sum appropriated to $1.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 860, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 860, H.D. 1, S.D. 2.
