Your Committee on Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 824 entitled:

"A BILL FOR AN ACT RELATING TO MOTORCYCLE OPERATOR EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to approve and certify motorcycle operator education programs operated in the State by any branch of the United States military.

Your Committee received testimony in support of this measure from Street Bikers United-Hawaii and Carr's Insurance Agency. The Department of Transportation and the Honolulu Police Department supported the intent of the measure, and a concerned citizen provided comments.

Your Committee finds that United States military motorcycle education programs provide sufficient education to ensure traffic safety on the State's roads and highways. In addition, by certifying these programs, military personnel will be able to take advantage of further motorcycle education provided free of charge by the federal government.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 824 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
