Your Committee on Commerce, Consumer Protection and Housing, to which was referred H.B. No. 761, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO UNACCREDITED DEGREE GRANTING INSTITUTIONS,"
begs leave to report as follows:
The purpose of this measure is to require the inclusion of certain information about an unaccredited school in the required disclosure provisions in advertising in periodicals published by an unaffiliated person or entity.
Your Committee received testimony in support of this measure from the Department of Commerce and Consumer Affairs and a private citizen. Testimony in opposition was received from the University of Phoenix, Hawaii Campus.
Current law requires an unaccredited degree granting institution to state in electronic information a disclosure that the institution is not accredited. This measure extends that same requirement to print advertisements.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 761, H.D. 1, and recommends that it pass Third Reading.
