Your Committee on Ways and Means, to which was referred H.B. No. 702, H.D. 2, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CORRECTIONAL HEALTH CARE,"

begs leave to report as follows:

The purpose of this measure is to establish a correctional health care program within the Department of Public Safety whose administrator and physicians are exempt from the civil service laws.

This measure codifies into statute what exists in current practice. Physicians in the correctional health care program are usually hired as private contractors. Your Committee believes that the physicians, as well as the administrator of the program, should be exempt from the civil service laws.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 702, H.D. 2, S.D. 1, and recommends that it pass Third Reading.
