Sir:
Your Committee on Health and Human Services, to which was referred H.B. No. 699 entitled:
"A BILL FOR AN ACT RELATING TO SUBSTANCE ABUSE TESTING,"
begs leave to report as follows:
The purpose of this measure is to delete the requirements for a medication disclosure form in substance abuse testing.
Testimony in support of this measure was submitted by the Office of the Lieutenant Governor and the Department of Health.
Your Committee finds that the statutory requirement of filling out the medication disclosure form prior to the collection of a sample for substance abuse testing is unnecessary. This information is already solicited by the medical review officer from all individuals who have a positive test result. Thus in the interest of slicing waste and red tape, your Committee feels that this bill appropriately eliminates duplicative efforts.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 699 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
