Your Committee on Health and Human Services, to which was referred H.B. No. 654, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO SAFE DRINKING WATER,"

begs leave to report as follows:

The purpose of this measure is to reduce the use of lead-containing products in drinking water distribution systems.

Testimony in support of this measure was submitted by the Department of Health and the Board of Water Supply.

Your Committee finds that there has been a substantial reduction of lead in the State's drinking water. However, further reduction is necessary. It has been determined that fittings and fixtures made out of lead-containing materials such as brass continue to contribute quantities of lead to drinking water. This measure will reduce the amount of lead allowable in these fixtures in compliance with federal law. Your Committee further finds that this measure will support the Department of Health in qualifying for a drinking water grant and drinking water capitalization grant funds.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 654, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Commerce, Consumer Protection and Housing.
