Your Committee on Hawaiian Affairs, to which was referred H.B. No. 626, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED,"

begs leave to report as follows:

The purpose of this measure is to allow the Hawaiian Homes Commission to require successors of lessees to obtain private financing to pay off the amount advanced from the Hawaiian home loan fund or Hawaiian home general loan fund.

Your Committee received testimony in support of the measure from the Department of Hawaiian Home Lands (DHHL).

Your Committee finds that under existing law, successors to lessees are required to repay advances made by the DHHL on behalf of lessees. To facilitate the repayment, this measure allows successors to obtain private financing.

Your Committee has amended the measure by deleting the severability section of the measure.

As affirmed by the record of votes of the members of your Committee on Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 626, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 626, H.D. 1, S.D. 1, and be referred to the Committee on Judiciary.
