Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 614, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII STATE PUBLIC LIBRARY SYSTEM,"

begs leave to report as follows:

The purpose of this measure is to delete statutory provisions relating to libraries that are no longer necessary by repealing:

(1) The Public-Private Partners for Literacy Trust Fund; and

(2) The advisory council known as the Advisory Alliance for Literacy and Lifelong Learning.

Your Committee finds that the Hawaii Community Foundation, a Hawaii nonprofit corporation, has control over the literacy trust fund and that the library has no more access than any other organization for the moneys in the fund. Any group, agency, organization, or public library branch that wishes to start a literacy project can make application to the Hawaii Community Foundation for a grant for family literacy programs. If the application is approved, that organization receives a grant from the Hawaii Community Foundation, not from the Hawaii Public Library System. As such, the repeal of public private partners for literacy trust fund and the literacy alliance for literacy and lifelong learning is appropriate.

Your Committee has amended this bill by combining sections 2 and 3 and renumbering the remaining section numbers.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 614, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 614, H.D. 2, S.D. 1.
