Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 611, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CONCESSIONS AT PUBLIC LIBRARY FACILITIES,"

begs leave to report as follows:

The purpose of this measure is to allow the Hawaii Library Foundation and the Friends of the Library of Hawaii to conduct for-profit enterprises at state library facilities, and to deposit the net proceeds of those enterprises into their respective trust funds.

Your Committee finds that this bill will assist in providing a more efficient use of state resources by encouraging partnerships with private nonprofit organizations. Your Committee further finds that it is in the public's interest to allow the use of state library facilities for concessions by these entities, since all of the proceeds derived from these events are to be used exclusively for state library programs.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 611, H.D. 1, and recommends that it pass Third Reading.
