Sir:

Your Committee on Education, to which was referred H.B. No. 611, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CONCESSIONS AT PUBLIC LIBRARY FACILITIES,"

begs leave to report as follows:

The purpose of this measure is to allow the state librarian to authorize use of public library system facilities by friends of the library of Hawaii. In addition, this measure allows any funds received from such use to be deposited into the friends of the library of Hawaii trust fund. All funds are to be used exclusively for state library programs.

Your Committee received oral testimony from the State Librarian in support of this measure.

Your Committee finds that the state public library system successfully provides Hawaii's children and adults access to a universe of knowledge. The library system has limited resources but has been able to provide valuable services with the help of private entities such as the friends of the library of Hawaii. This measure provides a more efficient use of State resources by encouraging partnerships with private non-profit organizations.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 611, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
