Your Committee on Commerce, Consumer Protection and Housing, to which was referred H.B. No. 540, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to require that at least one public member on the Board of Directors of the Housing and Community Development Corporation of Hawaii be a resident member who is directly assisted by the Housing and Community Development Corporation of Hawaii under the federal public housing or Section 8 assistance program.

Your Committee received testimony in support of this bill from the Housing and Community Development Corporation of Hawaii, Island Tenants on the Rise, and Hauiki Homes.

Your Committee finds that the federal Quality Housing and Work Responsibility Act of 1998 requires that each state public housing agency have on its board at least one member who is directly assisted under a federal public housing assistance program. This bill will enable such compliance and ensure continued receipt of federal public housing assistance.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 540, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
