Your Committee on Ways and Means, to which was referred H.B. No. 508 entitled:
"A BILL FOR AN ACT RELATING TO IRRIGATION PROJECTS,"
begs leave to report as follows:
The purpose of this measure is to improve the administration of assessments made for irrigation facility projects by the Department of Agriculture.
Your Committee finds that the Board of Agriculture annually assesses agricultural and pasture land users within an irrigation project. The assessments are used to acquire, construct, and maintain irrigation facilities within a project.
This bill will improve the current procedure to assess irrigation project users by:
(1) Changing the date of the assessment to coincide with the end of the fiscal year;
(2) Including the "operation" of an irrigation facility as a criterion in determining an assessment; and
(3) Allowing for more economical means of providing notice of assessments to irrigation project users.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 508 and recommends that it pass Third Reading.
